Drug cartels funded DEA sex parties

Drug Enforcement Administration (DEA) agents participated in "sex parties" with prostitutes paid for by drug cartels for a period of several years, according to a report released by the Justice Department's watchdog group.

Seven of the 10 DEA agents involved, most who held "top secret" clearance, admitted to attending the parties and some were suspended as a result, the Justice Department's inspector general inquiry found. The report does not specify where the parties occurred, but many news outlets have said they took place in Colombia.

"Many of these agents were alleged to have engaged in this high-risk sexual behavior while at their government-leased quarters, raising the possibility that DEA equipment and information also may have been compromised as a result of the agents' conduct," said the 131-page report by Justice Department Inspector General Michael Horowitz.  The report, a review of sexual misconduct allegations in the DOJ's four law enforcement agencies, found widespread mismanagement at the DEA, the FBI, the U.S. Marshals Service and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The investigation came in response to 2012 allegations the Secret Service and DEA agents used prostitutes in Cartagena, Colombia.  Overall, the report linked the law enforcement agencies to 26 allegations during a four-year period that ended in 2012. Of that, the DEA was involved in 19.  Among the other findings:  -- DEA agents were provided "money, expensive gifts and weapons from drug cartel members."
Local police "also alleged providing protection for the DEA agents' weapons and property during the parties," the report said.
 -- An ATF Director of Industry Operations who holds top security clearance modified a hotel room door "to facilitate sexual play" with anonymous people while on assignment.

  "In addition, the DIO removed smoke detectors from the hotel room and inadvertently caused damage to the hotel's centralized fire detection system," the report said. He later pleaded guilty to a misdemeanor "fire prevention interference" charge. He was suspended for 14 days, but still works for the ATF with "top secret" security clearance.

-- A U.S. Deputy Marshal on assignment in Thailand could not be reached by phone. Every time State Department officials tried to contact him, "two women with heavy foreign accents answered the phone and stated (he) could not be disturbed." The State Department official later confirmed one of the women was a prostitute.

The popularity of cop watching as a direct action tactic has been surging nationally. In the aftermath of the unjust killing of Michael Brown, and particularly the overly aggressive and violent actions that the various law enforcement agencies took against those protesting Michael Brown’s killing, We Copwatch (led by our friend and ally Jacob Crawford) teamed up with the Canfield Watchmen (led by David Whitt) to create a cop watching presence in Ferguson and the surrounding areas. Like the Peaceful Streets Project did in 2012, We Copwatch and the Canfield Watchmen raised thousands of dollars to put scores of cameras into the hands of the people so they could hold police accountable.

We were lucky to be able to learn from the successes and failures of cop watchers that came before us. Jacob Crawford and We Copwatch had been cop watching for years, and we were able to use their work as a guide for ours. But we also met members of the Austin Brown Berets who didn’t have the benefit of cell phones and portable cameras when they were trying to rein in abusive and racist police in the late 70′s and early 80′s. We also had the opportunity to host Black Panther Party co-founder Bobby Seale and learn from him how they cop watched when all they had were their eyes to bear witness to police abuse, and their rifles to serve as a deterrent to the police abusing them.

Cop watchers from the Black Panther Party, the Brown Berets, Copwatch, the Peaceful Streets Project, and the Canfield Watchmen have always stood up for the most vulnerable members of society – the people the police choose to prey upon as opposed to protect.

The act of cop watching has become perhaps the most powerful direct action tactic. Know Your Rights trainings are critical in educating people. Giving victims a platform to share their stories of abuse raises awareness. Organizing summits can help build communities. And many people are doing great work trying to change laws to help chip away at the police state. But it seems that cop watching is the tactic that has the greatest ability to change the way that victims respond to police abuse, to immediately alter the behavior of the police, and to help those on the sidelines to recognize that the offense that police everywhere take to filming indicates that the bad cop mentality is rooted deep within the culture of law enforcement.

The movement has now drafted the young and elderly, people of all races and all socio-economic backgrounds, and now the movement is even getting airtime on mainstream media. Last weekend, Peaceful Streets Project founder Antonio Buehler even had a five minute piece that ran on Fox News at 10p Eastern.

The mother at the center of a year-long child abuse case in Michigan is now being petitioned by the court to provide information on her whereabouts, despite charges against her being dropped. “It’s a bogus, coercive petition” that amounts to “social-worker terrorism,” Elizabeth Warner, attorney for mom Brenda Burns, tells Underground America. “CPS does this — holds a child hostage — in order to get parents to comply with their wishes.”

The petition, which will have Burns back in court, is just the latest in a long and harrowing struggle for the mother to retain custody of her infant. It all began in March 2014, when baby Naomi, then two months old, allegedly fell off her father Josh’s knee, hitting her head on the floor. The fall resulted in a bruised cheek, but when Naomi began projectile vomiting the next day, her parents took her to the emergency room. That began a near two-week stay in the hospital during which time doctors witnessed seizures, retinal hemorrhaging, and ran a battery of tests on Naomi, according to a timeline of events on the Burns’s website, TornFamily.com. It also kicked off a CPS abuse and neglect investigation into the parenting skills of Brenda, a registered nurse and stay-at-home mom, and Josh, a commercial airline pilot.
 
As a result, Naomi was placed into foster care and there were two trials — a family court trial, which found that Brenda was not responsible for Naomi’s injuries but that Josh was, and a separate criminal trial, in which a jury convicted Josh of abuse. The dad says he’s not seen his daughter for a year and now faces up to 10 years in prison; he will be sentenced on March 19. In the meantime, CPS is demanding that Brenda tell them where she and Naomi are living.

UPDATE: Joshua Burns was sentenced to one year in the county jail, and two years of probation by Judge Miriam Cavanaugh of the Livingston County Circuit Court. Josh was surrounded by a group of friends and family as Judge Cavanaugh read his sentence. Many letters attesting to Josh’s character were sent to the judge for her consideration when deciding Josh’s sentence, and the judge said that she took them into consideration. Josh also wrote a statement to the judge which can be read here.
 
The entire saga, as Brenda told WXYZ news, has been “devastating, humiliating, and terrifying.”

The Burns’s case is emblematic of a nationwide problem with agents of the child welfare system. They go to extremes to do their jobs, and they do it badly. CPS is clueless to the fact that the Constitution applies to them — they just believe that they can do anything they want. A spate of similarly-themed stories that have grabbed headlines recently include that of the Meitivs in Maryland, who were found responsible for “unsubstantiated child neglect” after allowing their children to walk unaccompanied to nearby playgrounds, and the Smartwoods of California, who won $1.1 million after an investigation found CPS workers removed their two children from the home without just cause.

Neither Brenda nor Josh could be reached for comment, but Josh told the news station that he and his wife were blindsided by the initial allegations. “We were shocked. We had been in the hospital for 10 days, trusting these people with our daughter’s life… It was like somebody threw a hand grenade into our room and walked away,” he said. “It’s like living a nightmare. And you wake up every day and you’re still there. And you just think, what do I have to do to prove to these people that I’m not the man I say I am?”
 
For the criminal trial, various experts testified on behalf of the Burns’s that the bleeding inside Naomi’s head happened at birth and was caused by trauma during what had been difficult cesarean-section delivery. Josh also passed a polygraph test regarding the allegations, administered in his attorney’s office.
 
But, according to the prosecution’s expert testimony, Dr. Bethany Mohr of C.S. Mott Children’s Hospital of the University of Michigan Health System disagreed, noting that “Naomi’s hemorrhages are most suspicious for physical abuse” in a medical document posted on the Burns family website. Mohr concluded, in another posted document, that “Naomi is at risk of further harm, possibly more serious harm, in the environment in which the abuse occurred.” Warner believes that Mohr is part of a recent national trend that has pediatricians working closely with CPS to provide expert testimony in abuse cases, and that many are “unethical, incompetent, and overzealous, but very credible to juries.”

A spokesperson for Mott Children’s Hospital has denied that claim.
 
Recently, Brenda moved with Naomi out of the family home in Brighton, prompting WXYZ to report that the mother has gone “into hiding” with her child. But, Warner says “I call it downsizing,” as Josh has lost his job. She says there’s no reason for CPS to demand Brenda provide them with her current address — especially since she did so recently, when she and Naomi were staying with friends, and CPS social workers allegedly showed up unannounced and demanding entry, but without a search warrant, and were turned away by the friend.
 
“She’s been exonerated,” Warner says about her client. “If she is a fit parent, then she has full control.” But this latest petition, she believes, is evidence that CPS has no intention of giving up the situation, as Brenda has made it clear she believes her husband is innocent. “They believe,” Warner says about the motives of CPS, “that there’s something unfit about a mother who stands by her husband.”

PROTECTION AT ITS WORST

(How to) Beat CPS
 
1.) Tell the social worker that you would be more than happy to speak with him or her but your attorney has prohibited it unless he or she is present as well.
 
Many times the social worker has no evidence on the case. They use the interview to gather information which can be used against the client.
 
2.) Sometimes CPS workers bring up old allegations of an ancient drug history or domestic violence. Showing completion of classes which successfully dealt with that problem are important to show the Judge at a detention hearing to show that there is no current risk of danger.
 
If you are a parent whose child is about to be taken, if you are being investigated, you can bet the child protective services social workers are looking – not only into present circumstances – but also into your past. They may try to convince you to give them your ex-husband’s or ex-wife’s phone number so they can call to gather dirt that your ex might agree to share with them.

If you used recreational drugs thirty years ago, even if it was “just marijuana” and you were totally clean for the last thirty years, you can bet they’ll be interested in that. Despite the fact that you’re no longer a druggie, you’re going to be labeled a drug user and may be asked to take classes to prevent drug abuse, get into rehab, and submit to drug testing.
 
3.) Be courteous and polite to the investigating social worker on the case. It does not help to be rude to the social worker. Anything you say negatively will be used against you.
 
Juvenile Dependency Court is rigged. It’s a sham, a scam, a three-ring circus. The entire process is just for show.
 
4.) Provide photographs of the home if the home is alleged to be in a filthy condition to prove that it has been cleaned up or that it was not messy. This will show DCFS that the situation has been resolved.
 
Child Protective Services, CPS has become a criminal conspiracy of the county, law enforcement and the Superior Court to steal your children for profit. All this is done under the guise of helping children.
 
Remember that CPS workers are trained to steal your children any way they can by any means possible and fairness and truth are not part of their operations.
 
5.) If you’re going to court, there will be a social worker’s court report which will probably be full of misunderstandings, false accusations, and insinuations that just don’t fit your life at all. You could be a big help to your lawyer by creating a document called Objections and Corrections to the Report of the Social Worker. If you don’t get to see the social worker’s court report until the day of the hearing, you can ask for a continuance so you’ll have time to make this written response. FYI – written responses are far more valuable than a few minutes of speaking time in court. Judges can easily overlook your verbal words but a written response will stay in the file for ever. You will need to take your document to your attorney for final approval, and listen to what the attorney says. Most of them mean well even if court appointed attorneys are usually too busy or too poorly motivated to do an adequate job of representation in Juvenile Court cases. Do NOT write any self-incriminating facts into your legal documents. If you do – caseworkers will pounce on those words and never let you live them down.
 
6.) Run a search on your attorney through the state bar website.
 
A large percentage of the young parents falsely accused of child abuse or neglect are impoverished, and must rely on court appointed attorneys for representation in juvenile court settings. These court appointed attorneys are notorious for doing almost nothing to help their CPS clients. They seem like they're there to guide people through the court process, but don't provide any type of aggressive defense.
 
7.) Read a publication called the “Dogbook”, it’s the attorney’s guide book called, "Dependency Quick Guide”. It explains exactly what your “attorney” can and can not do for you.
 
8.) I wouldn’t sign their case plan because they have to give you services whether you sign it or not.
 
Children have six times more chance of dying in foster care than in their own home.
 
Federal statistics show that children in foster homes are about ten times more likely to be abused sexually, physically, emotionally, and mentally than children in their natural family homes. They are even more likely to be killed. A recent study concluded that foster children are more likely to have teen pregnancies and to become juvenile delinquents. The study said that children are better off when left with their natural families, even if those families have severe problems.
 
9.) If you are in court: object to the social worker’s statements when they blame the lack of progress on you rather than admit that they procrastinated as they try to make it look like you are not putting forth any effort.
 
10.) If your children are no longer in your custody: Do not miss any visits because they will use that against you.
 
CPS workers convince themselves that they are child savers, while committing the worst child abuse possible in taking children from their natural families to be placed with strangers. Justification is their coping mechanism.
 
11.) Appeal the Judge’s decision if he denies placement with family.  
 
When parents are sent to juvenile court they are denied constitutional rights such as the right to a jury trial, the right to a public trial, and the right to be confronted by their accusers. Yet they stand to lose their children, one of the saddest and most heartrending losses known to humankind. This lack of constitutional safeguards leaves child detention hearings open to gross injustices, the like of which few people believe could happen in America - unless they've been through it.
 
12.) Appeal orders granting the Department permission to medicate your child(ren).  
 
Foster children are often forced to take multiple psychotropic drugs. Foster and adoptive parents get extra "special needs" money for damaged kids, so they rush to take children to doctors known for their willingness to prescribe medications regardless of whether the child actually needs them.

13.) Appeal any unreasonable demands by the Department or additional requirements that do not apply to your case. (i.e., Domestic Violence classes if there has been no domestic violence). You can appeal any reductions in visitation, too.
 
Child protective services (CPS) often accuses people erroneously, or takes children for trivial reasons.
 
14.) Be prepared to speak up for yourself. In the event that your “attorney” does say something resembling an objection or two, do not count on him doing it properly. You will most likely have to do the objecting yourself.
 
15.) In some cases something is being requested or required by social workers even though there’s no court order to allow it. In cases like that, you might want to contact the state department of social services to get a “fair hearing” which is also called an “administrative hearing.” This would entitle you to go before an Administrative Law Judge (ALJ) who is an employee of the state department of social services, who would listen to your thoughts and read any documentation you bring them. Of course the social workers would also have a chance to respond to your issues. Then the ALJ would make a written analysis of the information which would be sent to all parties and kept on file by the state.
 
They are taking kids from places that aren't that bad, putting them in places that aren't that good, and completely ignoring the bond that exists between parent and child.

Social work should be a process of helping families resolve and recover from problems, not a process of tearing families apart forever and traumatizing children for life. This imbalance in the social work profession has been caused by federal legislation that gives financial incentives in the form of federal funding and social security reimbursements when children are torn from their homes and placed in foster homes.
 
You and your children can sue CPS once the case is closed if they have violated your constitutional rights. Specifically, your child can sue CPS for violating their 4th and 14th Amendment Rights and parents can sue for violations of their 14th Amendment Rights. It is called a Section 1983 Civil Action for Deprivation of Rights.
